A French couple’s retirement adventure on a devastated Philippine island became a decade-long mission of coral reef restoration in Palawan.
In 2011, Frédéric and Chris Tardieu left everything behind in Marseille, France, expecting a quiet retirement on a remote island. What they found on Pangatalan, a 4.5-hectare island in Shark Fin Bay off Palawan’s northeast coast, changed their plans entirely. Decades of dynamite fishing had shattered reef structures. Mangrove forests were chopped down for charcoal. Fish populations had collapsed, threatening food security for surrounding villages dependent on the sea.
Rather than retreating, the Tardieus founded the Sulubaaï Environmental Foundation in 2012 and began coral reef restoration in Palawan that would grow far beyond one small island. They started on land, planting nearly 80,000 indigenous trees, including 12,000 mangrove propagules to revegetate the barren island of Pangatalan. Then they turned to the water.
The name Sulubaaï blends the Sulu Sea with the Filipino word “bahay,” meaning “home,” reflecting founders Chris and Fred Tardieu’s vision of Pangatalan Island as their home within the waters they’ve dedicated themselves to protecting and restoring.
The Foundation developed an innovative technique called Sulu Reef Prosthesis, concrete support structures made on-site without chemicals that provide scaffolding for natural coral recolonization. Over 250 artificial reef modules were installed, and 2,500 corals were transplanted onto damaged reef areas. The method proved remarkably effective, enabling natural propagation while creating new habitats for fish and invertebrates to return.
Coral reef restoration in Palawan advanced significantly in 2015, when the Foundation, with support from the local government unit, established Pangatalan’s first marine protected area covering 45 hectares. After five years of protection, monitoring revealed that fish species within the MPA were, on average, 21% larger, 71% more abundant, and more diverse than populations recorded outside the MPA. Fish biomass tripled. Sharks, which had disappeared from the area, began returning.

Mission Blue designated Pangatalan as a Hope Spot, recognizing the island’s ecological importance within the Coral Triangle, home to over 1,700 reef fish species, five of seven marine turtle species, and more than 460 reef-building coral species. The Foundation also received the first SMILO (Small Island Organization Logo) accreditation in 2018, validating the restoration model’s effectiveness.
But the Tardieus understood that protecting one island wasn’t enough. Coral reef restoration in Palawan required engaging surrounding communities whose livelihoods depended on healthy marine ecosystems. The Sea Academy program, launched with support from the French Global Environment Facility and luxury watchmaker Blancpain, brought villages into conservation planning from the beginning.
The approach worked. What began as a single protected area expanded into a network of eight marine protected areas, six in Shark Fin Bay and two in neighboring Taytay Bay, all created within just ten years. Combined, the MPAs and buffer zones cover hundreds of hectares where destructive fishing is prohibited, and only small-scale line and gillnet fishing is permitted in surrounding waters.
Community involvement transformed coral reef restoration in Palawan from an external conservation project into locally owned resource management. Local fishers, MPA rangers, and government agents received dive training for monitoring and enforcement. Fisherfolk associations established community banking schemes and explored alternative livelihoods. The Foundation recruited team members from surrounding villages, ensuring employment benefits reached communities directly.
A fish restocking program with partner Ecocean added another dimension. Using post-larvae capture, culture, and release methods, the Foundation established an operational fish lab in 2023 where 1,424 fish across 21 species were released. The technique increases post-larvae survival by 85% and can scale up to 10,000 wild fish releases annually to repopulate the bay.
Acoustic monitoring before community MPAs were established revealed an average of two dynamite explosions per day in Shark Fin Bay in 2022. The combination of protected areas, community surveillance, and environmental education dramatically reduced destructive fishing. Within the Pangatalan MPA, researchers documented three times more biomass, 1.3 times more species, and 1.7 times more fish than in unprotected areas.
Environmental education reached over 1,000 students and teachers across three participating villages. Annual courses covered seagrass beds, mangroves, and coral reefs. Students helped create a storybook exploring the marine environment. A mural contest celebrated marine life within schools. These programs built the next generation’s understanding of why coral reef restoration in Palawan matters to their communities’ futures.

Blancpain funded the construction of the Blancpain x Sulubaaï Marine Research Center in Sandoval village, strategically located near the five Shark Fin Bay MPAs. The center enhances the study, restoration, and protection of marine ecosystems while providing infrastructure for ongoing scientific monitoring using photogrammetry, acoustics, and environmental DNA analysis.
The Foundation is also developing community-based tourism as a sustainable livelihood pathway for villages within the marine protected area network. In collaboration with various groups and the local government, Sulubaaï initiated a program that creates ecotourism activities and educational experiences where visitors participate directly in marine conservation efforts around Pangatalan Island and Shark Fin Bay.
The program generates employment for local community members as guides, boat operators, and hospitality providers while channeling tourism revenue toward conservation operations. Rather than extractive tourism benefiting external operators, the model ensures communities hosting visitors retain economic benefits while sharing their marine ecosystems and conservation stories on their own terms.
The Foundation’s work demonstrated that even severely damaged ecosystems can recover when given protection and community stewardship. Local fishers reported improved catches in adjacent fishing grounds as populations recovered within MPAs and spilled over into surrounding waters. Food security improved alongside conservation outcomes.
Coral reef restoration in Palawan through the Sulubaaï Foundation provides a replicable model for the broader Coral Triangle, where 97% of Philippine reefs face threats from destructive fishing, pollution, and climate change. The vision extends beyond Shark Fin Bay, potentially to the rest of Palawan and the entire Coral Triangle region.
“Nature has the ability to restore herself,” Tardieu reflected. “She just needs some help.” What began as one couple’s unexpected retirement project became proof that ecosystem restoration, scientific monitoring, and community leadership can reverse environmental decline, one reef prosthesis, one protected area, one fishing village at a time.
