Restoring Australia’s shellfish reefs from recycled oyster shells has revived 62 hectares across 21 sites since 2015.

Restoring Australia’s shellfish reefs began as a response to near-total ecological collapse. Intensive harvesting since European settlement, combined with pollution, coastal development, and climate change, destroyed over 90% of the continent’s oyster and mussel reefs. What were once widespread habitats across southern bays and estuaries survive today only in fragments, making the scale of recent recovery efforts all the more significant.

The Nature Conservancy Australia leads the Shellfish Reef Rebuilding Program, working with government authorities, First Nations groups, fishers, restaurants, scientists, and thousands of community volunteers. Conservationists place rock and recycled shells, sourced from aquaculture operations and local seafood restaurants, onto the seafloor to create hard surfaces where shellfish larvae can attach. Some shells first spend time in hatcheries, where they are seeded with millions of juvenile oysters and mussels before deployment. Since 2014, the program has recycled roughly 150,000 wheelbarrows of shells, turning what would otherwise be waste into the foundation for new marine habitat.

“What we’re really doing is sort of kick-starting that recovery process,” Simon Branigan, the Conservancy’s Marine Restoration Lead, told UNEP. A single mature oyster can filter a bathtub’s worth of polluted water daily, meaning restored reefs function as living water treatment infrastructure alongside their role as fish nurseries and shoreline stabilizers.

The results of restoring Australia’s shellfish reefs are measurable and growing. December 2025 figures show that the 62 hectares restored have generated more than 425 jobs, more than double initial projections, and are expected to deliver close to AUD $14 million annually in ongoing economic benefits, supporting more than 50 small and medium businesses. More than 5,000 people have participated from scientific, Indigenous, fishing, and community groups, and in December 2025, the UN recognized the initiative as a World Restoration Flagship, a distinction that places it among the world’s most credible large-scale ecosystem recoveries.

That recognition reflects genuine ecological momentum. A global meta-analysis of restored oyster habitats found that biodiversity and species abundance increase rapidly within the first two years after restoration, and Australia’s reefs are already delivering on that promise: fish nurseries are reestablishing, water clarity is improving, and shorelines are gaining natural protection against erosion.

Australian restoration sites are explicitly protected as no-harvest habitat, a deliberate policy choice that lets these reefs focus entirely on their ecological role, filtering water and supporting fish populations, rather than being managed for seafood production. As those fish populations grow, restored reefs are already boosting catches in surrounding waters, delivering benefits to commercial and recreational fishers well beyond the reefs’ footprint.

Momentum continues to build beyond the original program. South Australia launched its own dedicated shellfish reef rebuilding effort in 2026, deploying community-built, recycled-shell reefs across multiple peninsulas, alongside consultation on a 16-hectare limestone reef, extending the model to new coastlines and new communities.

The program’s ambitions remain significant: 300 hectares across 60 locations by 2030, restoring roughly 30% of the reefs’ original range. Reaching that goal will take sustained investment and continued collaboration among government, philanthropic, and corporate partners, the same combination that has already driven the program’s success to date.

Restoring Australia’s shellfish reefs represents one of the few marine restoration efforts operating at what researchers call a genuinely meaningful scale. In a field where most degraded marine ecosystems continue to shrink despite restoration attempts, Australia’s program stands out for pairing hands-on habitat building with strong community participation, First Nations partnership, and measurable economic return. UNEP has suggested Australia could become the first country to fully recover a critically endangered marine ecosystem, and the results so far, including hundreds of jobs, millions of gallons filtered daily, and a model now spreading to new states, make a compelling case that the country is well on its way.
