Community watershed restoration in Maharashtra transformed drought-stricken villages into agricultural abundance through the Paani Foundation’s Water Cup competition.
Permaculture instructor Andrew Millison returned to Maharashtra three years after first documenting villages that had competed in the Paani Foundation’s Water Cup. What he found astonished him. Villages that had faced desperate water shortages just five years earlier were now overflowing with abundance, brimming with crop diversity, with rising milk production, and with prosperity built entirely on recharged groundwater.
“You have to remind yourself that these people were in a desperate situation just a handful of years ago,” Millison reflected. “They didn’t have water. They were importing tanker trucks to feed their basic needs. And here they are overflowing with abundance.”
The Paani Foundation was established by Bollywood actor Aamir Khan, filmmaker Kiran Rao, Reena Dutta, and Satyajit Bhatkal after traveling through hundreds of drought-ravaged villages in Maharashtra. They discovered that one village, Hiware Bazar, had succeeded during drought years through systematic watershed management. That single success became a blueprint for community watershed restoration in Maharashtra at a scale Millison would later call “the biggest permaculture project on Earth.”
The Water Cup competition, held from 2016 to 2019, challenged villages to install as many water conservation structures as possible within 45 days. Over 51,000 villagers received four-day training courses in watershed management science, then returned to inspire their communities. Shramadaan, or voluntary labor, powered the movement. Villages competed with entrepreneurial enthusiasm, building continuous contour trenches, check dams, loose-boulder structures, gabion walls, farm ponds, well-recharging systems, and soakage pits.

Continuous contour trenches dug along hillside contours intercept monsoon rainfall as it flows downslope. Deep trenches on lower slopes fill five to six times annually, allowing water to percolate into the ground. Grasses planted along trenches slow water speed, reducing soil erosion while maximizing infiltration. Within eight to ten days of filling, downstream wells and borewells recharge completely.
The village of Savagontal, which participated in the 2019 Water Cup, demonstrated what community watershed restoration in Maharashtra achieves at its best. Dr. Avinash Pol, Paani Foundation’s chief advisor, guided Millison through a watershed so transformed that for half the day he forgot this village had faced a water crisis just five years earlier.
Approximately 500 farm ponds now dot Savagontal’s landscape. Plastic-lined ponds store monsoon water for gravity-fed irrigation across farms of up to 50 acres, land that previously had no irrigation capacity. Ninety percent of villagers adopted drip irrigation, sprinklers, and mulching. A centralized gravity-fed system distributes water and organic fertilizer slurry to numbered plots without electricity.

The agricultural transformation following community watershed restoration in Maharashtra proved staggering. Savagontal produces a variety of seasonal and horticultural crops, including maize, muskmelon, watermelon, marigold, beans, tomatoes, pomegranates, and grapes. One farmer, Sachin, cultivates 18 acres, achieving onion yields of 100 to 200 quintals per acre, compared with the regional average of 75. His secret: following nature. By switching from chemical fertilizers costing one lakh rupees per acre to natural inputs, such as cow dung, jaggery, and cow urine slurries, his costs dropped to 35,000 rupees while production increased.
Dairy production reached remarkable levels. Approximately 25% of village families now operate dairy businesses. Young men deliver milk by motorcycle daily, with the village collectively producing thousands of liters of milk. Cow dung visible everywhere indicates healthy livestock populations whose waste improves soil health, creating a regenerative cycle that strengthens both dairy and crop production.
Women’s groups added another dimension. In the Farmers Cup, Paani Foundation’s successor competition teaching organic farming, women told their skeptical husbands they would compete. Given marginal land, these women followed standard operating practices precisely. Their onion crops thrived through unseasonable heavy rains that destroyed their husbands’ harvests. Women’s financial success far outpaced men’s, with women farming better land and transforming household dynamics alongside agricultural outcomes.

Community watershed restoration in Maharashtra now operates on an extraordinary scale. The Foundation impacted five million people, created 550 billion liters of water storage capacity, saved an estimated 11,000 crore rupees on water tankers, improved productivity by 70%, and doubled profit per acre. The Farmers Cup expanded operations to 351 talukas across 34 districts, teaching villages organic farming and soil health after water problems were solved.
Millison emphasized the cumulative effect emerging across landscapes. When one village restores its 1,000- to 1,600-hectare watershed by reforesting hillsides, installing water-harvesting structures, and recharging groundwater, the next village over does the same. Neighboring villages, then hundreds, then thousands of villages restoring water tables simultaneously lift entire regional economies, well-being, resilience, and health while reducing chemical usage.
“The work of the Paani Foundation is transforming landscapes, regenerating ecosystems, regenerating water tables at a scale and a speed greater than any other project that I’ve seen on the planet,” Millison stated.

The cycle of drought, tanker dependency, and despair breaks permanently, replaced by self-reliance built on recharged aquifers and restored landscapes.
