A new scientific roadmap shows that restoring Europe’s seagrass meadows can be done at scale, with support from researchers across 17 countries.
Restoring Europe’s seagrass meadows just got a clear, shared plan. More than 50 scientists from 17 European countries have released the European Seagrass Recommendations 2026, the first continent-wide agreement to protect, monitor, and rebuild these underwater habitats. The European Seagrass Restoration Alliance (ESRA) published the document to guide governments, funders, and restoration teams.
Seagrass meadows do a lot of quiet work beneath the waves. They filter coastal water, store carbon, and shelter fish and other marine life during their early life stages. They also soften waves before they reach the shore, protecting coastlines from erosion.
Despite these benefits, seagrass has been disappearing across Europe for decades. Warmer water, excess nutrients from farming and wastewater, and heavy coastal development have all taken a toll. Restoring Europe’s seagrass meadows now depends on a science-based plan instead of scattered, one-off efforts.
The document lays out eight specific recommendations for restoring Europe’s seagrass meadows. They cover everything from protecting the remaining meadows to scaling up active replanting efforts across the continent.
Long-term monitoring is also a major focus. Scientists want consistent tracking methods so restoration teams in different countries can compare results and learn from each other.
Another priority is building a steady supply chain for donor material, meaning the seeds and plant fragments used to grow new meadows. Right now, sourcing enough healthy seagrass to replant large areas is one of the biggest bottlenecks restoration teams face.
The recommendations also call for simpler permitting processes. In many countries, restoration projects are delayed or blocked by regulations not designed with ecosystem repair in mind.
Alongside that, the scientists want to see a real increase in long-term funding. One-time grants have supported small pilot projects for years, but restoring Europe’s seagrass meadows on a lasting basis requires sustained investment.
Community involvement plays a role too. Local groups, divers, and coastal residents often help plant and monitor seagrass, and the recommendations emphasize the value of properly including them.
Open data sharing rounds out the list. When restoration teams publish their results, including failures, the whole field moves faster because fewer groups repeat the same mistakes.
Dr. Esther Thomsen, a marine biologist at the GEOMAR Helmholtz Centre for Ocean Research Kiel, helped develop the recommendations. She said the field now has the science, tools, and momentum needed to shift the trend toward recovery.
Her colleague, Dr. Maike Paul, from the Ludwig Franzius Institute at Leibniz University Hannover, added that success will depend on political will and governance systems that support restoration rather than hinder it. She described the recommendations as an evidence-based roadmap for that work.

The timing lines up closely with European policy. The EU Nature Restoration Regulation already requires member states to repair damaged ecosystems, including marine habitats, and these recommendations are designed to help put that law into practice. Countries outside the European Union can apply the same guidance, since healthy seas do not follow political borders.
The recommendations grew out of two meetings. Scientists first gathered in France in April 2025 for the second European Seagrass Restoration Workshop, then finalized the document at a drafting session in the Netherlands in February 2026.
The work also connects to two global efforts, the United Nations Decade on Ecosystem Restoration and the Kunming-Montreal Global Biodiversity Framework. That alignment means restoring Europe’s seagrass meadows now fits into a much larger international push to repair damaged ecosystems worldwide.
Thomsen summed up why the collaborative approach matters. Working alone, restoration teams can only manage small, isolated projects, but working together, European scientists and policymakers can tackle the problem at the scale it actually requires.
ESRA plans to keep bridging the gap between research and policy as restoration work expands. The alliance offers a shared platform where scientists and practitioners across Europe can trade ideas and refine their methods, as detailed further in the original GEOMAR announcement.

With clearer permitting, steadier funding, and better coordination, the meadows that once lined Europe’s coasts have a real chance to return.
