Coral reef restoration in Mauritius and Seychelles is giving two island nations a fighting chance against climate change. Backed by the Adaptation Fund (AF) and implemented by the United Nations Development Programme (UNDP), the Coral Restoration Project is rebuilding damaged reef ecosystems while putting coastal communities at the center of the work. The project spans Mauritius, Seychelles, and Rodrigues Island, an autonomous island east of Mauritius.
Coral reefs do far more than look beautiful underwater. They protect shorelines from wave damage and erosion, support fish populations that feed local families, and drive tourism economies. In both Mauritius and Seychelles, the health of the reef directly shapes the health of the community.
Over recent decades, rising ocean temperatures have triggered repeated coral bleaching events across the region. Bleaching occurs when heat stress causes corals to expel the algae living in their tissues, turning them white and leaving them vulnerable to death. Major bleaching episodes struck in 1998, 2016, and again in 2024, wiping out reefs that had existed for millennia.
Stronger storms, increased sediment runoff, and physical damage from boat anchors compounded the losses. Fish stocks declined sharply. In Mauritius, entire fishing communities shrank as families left the ocean for land-based work, eroding cultural traditions that had sustained coastal life for generations.
The project responds to these losses by combining science with direct community participation. Former fishers, coastal residents, and young people have been trained in reef monitoring, coral nursery construction, and restoration techniques. In Mauritius, local participants are involved in every stage of coral reef restoration, from building underwater nursery structures to transplanting coral fragments onto damaged reefs.
For some participants, this work provides a stipend that keeps them connected to the sea. For others, it restores a sense of purpose tied to generations of ocean culture. The model works because it treats community members as essential partners, not bystanders.
A key scientific strategy in coral reef restoration in Mauritius and Seychelles involves identifying heat-tolerant coral colonies: corals that survived past bleaching events and show resilience to higher temperatures. Teams collect fragments from these colonies, grow them in nurseries, and transplant them onto degraded reef sites. The aim is to build reefs that are more likely to withstand future climate stress.
Both ocean-based and land-based nurseries are used across the project. Different nursery designs, including rope nurseries, table frames, and metal structures, suit different coral species and site conditions. One project partner in Seychelles reported growing between 800 and 1,000 coral fragments on a single nursery structure, with more than 19,000 corals outplanted across restoration sites so far, targeting more than 20,000 by the project’s end.
Techniques such as micro-fragmentation, which involves cutting small pieces of coral to accelerate growth, and sexual reproduction help maintain genetic diversity in restored reefs. Out-planting methods also vary, from cementing corals directly onto reef surfaces to using frames and natural substrates that mimic reef structure. This flexibility is central to the project’s success.
Monitoring tools, including photogrammetry (a method of measuring and mapping using photographs), temperature sensors, and biodiversity surveys, track how restored reefs recover over time. This data helps teams adjust techniques and improve results across all sites involved in coral reef restoration in Mauritius and Seychelles.

In Seychelles, restoration work takes place inside protected marine parks, including Saint-Anne Marine National Park, Cousin Island Special Reserve, and Curieuse Marine National Park. Local partners run coral festivals, mass-planting events, and school programs to raise public awareness. Dive operators and tourism businesses have joined the effort, recognizing that healthier reefs mean better diving experiences and stronger visitor numbers.
The regional design of this project is one of its most valuable features. By connecting Mauritius, Seychelles, and Rodrigues Island, the project creates a living network for shared learning among Small Island Developing States (SIDS) facing similar climate threats. SIDS are low-lying island nations especially vulnerable to sea-level rise and extreme weather. Partners regularly exchange knowledge on coral genetics, nursery design, restoration timing after bleaching events, and monitoring methods. This collaboration is feeding into a coral restoration toolkit that other island nations across the Western Indian Ocean can use.
The results extend well beyond the underwater environment. Restored reefs protect coastlines from surges and erosion, reducing infrastructure repair costs. Recovering fish populations improve food security for families who depend on the ocean. Tourism tied to reef health supports local jobs and small businesses. For former fishers now working in the coral reef restoration in Mauritius and Seychelles program, the project represents a path forward rather than a dead end.
Reef restoration at this scale shows that meaningful climate adaptation is possible when science, funding, and community knowledge work together.
