Chip Somodevilla / Getty Images House Democrats on Wednesday introduced a sweeping plan intended to spur the U.S. to net-zero carbon emissions by 2050. An outline of the draft bill, entitled the CLEAN Future Act, shows the plan would not impose a tax on carbon, but rather create a national clean energy standard for power suppliers, strengthen vehicle emissions standards and building efficiency, among other measures. The bill would create a new National Climate Bank to mobilize private and public investments in clean energy technologies. The memo notes the plan is not final and lawmakers intend to work with other House committees on further provisions that address climate resilience, just transition plans and other areas of climate need.
